Board
The Collaboration uses an innovative model for decision-making and leadership under the direction of its board of directors, who are called "Consensus Makers," and a "Task Group."
Consensus Makers
Consensus Makers support the mission of the Collaboration in many ways including through their work or expertise in the field of early learning, their participation on committees, serving as representatives of or liaisons to participating organizations, and/or contributing financially to the organization. Consensus Makers maintain eligibility to participate in decision making by attending at least half of the previous 12 scheduled meetings or participate in three consecutive meetings immediately prior to participation in consensus making. The Collaboration defines a valid consensus as the assent of all participating Consensus Makers at a meeting at which there is a quorum.

Task Group
The Consensus Makers appoint a Task Group to facilitate meeting agendas, and to explore and promote strategies for points of action for the Collaboration. The Task Group has no authority to act on behalf of the Collaboration except when specifically designated by a consensus. The Task Group is comprised of nine to eleven Consensus Makers and includes all officers, at least three early childhood professionals and at least three members who are not early childhood professionals.
